Question wiki's cryptic info on vanquishing...!?!?

Okay, here's an excerpt from the wiki on vanquishing one particular area:

Explorable area: Tahnnakai Temple
Average count: 127
Min count: 121
Max count: 132
Average XP & gold: 635
Bonus points: -
Notes: Only 2 kills needed if the quest A Meeting With the Emperor is active.


Now, that quest was a primary one, which means it was necessary to advance the storyline on the initial trip through the game, right? So my question is, how could that quest still be active, if I am returning to this location in hard mode for vanquishing purposes? Why do they even mention it unless somehow I can obtain that quest while in HM?

If you've already beaten Factions through one character, and have another at level 20, you can activate hard mode on that second character even if it has barely done anything in the Factions storyline.
This makes the wiki's info actually useful to people who have already beaten factions on previous characters

Another person has the quest. When I did this VQ I helped a friend through the 2 missions before it so I could have that quest active :P

Once you have completed the campaign on a single character all other level 20 characters can access hard mode regardless of their location in the campaign.

So...that quest is accessible in hard mode by one of your other level 20 characters who have not yet completed it.

You can't remake a primary quest but if youve already completed factions you can just switch to hm and get the vq whilst doing the primary .

Since you already done it the only way you can exploit the quest is if you can find a buddy who has the quest active to join your party , this will make the two man vq possible for ya .

Also, you can keep the quest in your log and still continue with the storyline (I still have Meeting With The Emperor on a couple of chars that have finished Factions).

The unofficial wiki mentions this in the notes:
